I think you could be on thin ice.

In colder climates, lakes and rivers freeze in the winter.  Water becomes ice at the surface.  But, it is not always thick enough to support a person’s weight.  If the ice is thin, it could break, and a person would fall into freezing water.  If a person makes a poor decision, it might be appropriate to tell them ‘I think you’re on thin ice’.
