A long time ago, soldiers did shoot their guns until the enemy was so close that a person could see the ‘white’ part of the enemy’s eyes. Now, the phrase describes waiting until you see someone to tell them bad news (rather than sending an email, or calling on the phone). ‘I’ll wait until I see the whites of their eyes to tell them.’
