This a stern command, usually given by parents.  It means ‘be quiet!’  Maybe a child spoke rudely, or interrupted what another person was saying.  The parents can say ‘button your lip’.  The words can be accompanied by the parents making a motion in front of their own lips as though they were locking them with a key.
