Come up for air

This figure of speech uses ‘water’ to make it understood.  When a person has too much to do, they might say they are ‘drowning’ in homework, or whatever they have to do.  People might not see them socially for a long time.  When that person finally has the time and is able to go out again, they might say ‘I’ve come up for air’.
