This figure of speech should not be confused with the similar sounding figure of speech, ‘This one’s on me’.  That’s one on me = That is one on me.  It means that a good natured ‘joke’ has been played on a person, and everybody laughs.  When that person realizes what has happened, the person might say ‘That’s one on me’.
