This is a popular figure of speech, mostly used by young people.  When a person gets a new car, or has their car repainted to make it look ‘sporty’, a person might say ‘that’s a cool set of wheels’.  (The word ‘wheels’ refers to the four wheels on a car.)  To be funny, a person can say the same thing about an old car that looks terrible.
