To ‘strike up’ anything means ‘to start’ or ‘to begin’, and is almost always used in one of 2 situations: to strike up a conversation (begin a conversation), or ‘strike up the band’ (have the band begin to play music).  ‘Go and strike up a conversation with her’ is suggesting that someone start talking to the girl, or woman, (like at a party).
