This figure of speech describes a person who loses their temper a lot…often about things that seem unimportant.  So, if someone knows someone like that they might describe the person by saying ‘he is such a hot head’.  Sometimes they would tell the angry person, ‘don’t be such a hot head’.  (‘Don’t lose your temper so often.’)
