Although this figure can be used to describe a rainstorm, it is more often used by persons to describe a series of unfortunate events: maybe a person’s car broke down, and then they notice they locked their keys in the car.  When they were going to call for help, they noticed they left their cell phone in the car.  ‘When it rains, it pours.’
