This figure of speech is often heard in movies.  It means that a crime was done in a way so as to make it look like an innocent person did it.  In logic, if you ‘frame’ something a certain way, it is to make others believe a certain thing.  An innocent person might say ‘I was framed’.  (A guilty person might to distract the police.)
